Thank you for your interst in these exciting Thursday evening races where Minis of all descriptions will be seen competing together. So far the interest in this event is fantastic and we anticipqate a full grid of cars. As a summary there will be three classes: Road-not too modified, Sport- modified, and Super Sport- free modifications to include engines from different manufacturers, and front and/or rear wheel drive.

SUPPLEMENTARY REGULATIONS

The British Racing & Sports Car Club will organise the British Mini trophy races at Silverstone on the 21st August 2008.

SPORTING REGULATIONS

1. Rights of Organisers and Promoters (MSA Regulation [A60])
With the permission of the Stewards of the Meeting and / or the Clerk of the Course the organisers may:
(a) Delete part of the course or competition or ignore part of the records of the competition in the case of bona fide unforeseen circumstances.
(b) Distribute the awards at their discretion if, through bona fide unforeseen circumstances, the competition is stopped before its scheduled completion.
(c) Offer additional awards and add additional events.
(d) Change the order in which events run at a meeting.
(e) Check the eligibility of any car or competitor before, during or after the race provided that the intention to do so after the competition is notified to the entrant within the specified period after the publication of the provisional results.
(f) Require the car to be dismantled by the Entrant/ competitor in order to check its eligibility or suitability as and when directed.
(g) Require the Entrant/ competitor to defray any costs arising from the exercise of the above rights.
(h) Reject any claim for expenses arising from the competition incurred by any person taking part in the competition.
(I) Specify the manner in which a tie should be resolved.
(j) Issue final written instructions to competitors, which shall have the same force as these Standing Regulations and the Supplementary Regulations.
(k) Allow a reserve to take part in a race even though a place has not been made by the withdrawal of a primary entry.
(l) Reserve the right to substitute any driver or car in any event for those printed in the programme (any car and driver with the approval of all entrants and drivers in the event).
(m) The organisers and promoters reserve the right to postpone, abandon or cancel the meeting, or any part thereof. In the event of the postponement, abandonment or cancellation the competitor or entrant has no right to claim against the organisers in respect of any loss or expense he may thereby incur.
(n) Where paddock areas are tarmac surface, it is forbidden to hammer pegs or stakes into the paddock surface.

2) Jurisdiction
The organisers reserve the right to amend or cancel the programme/competition without notice. The meeting will be governed by the General Competition Rules; Standing Supplementary Regulations of the Motor Sports Association, these additional Supplementary Regulations and any written instructions subsequently issued by the organisers. The 2008 Motor Sports Association Judicial Procedures will apply. The right to protest is in accordance with General Competition Regulations [C(d) 46] to [C(d) 47].

3) Access to the Circuit
Times for access to the venue will be advised in the final instructions.

Any specific parking areas will be notified in the Final Instructions or as instructed by the paddock marshals. Please note that if you park in areas not allocated to your team you will be required to move & further action may be taken against any offenders.

4) Paddock/Circuit Regulations
Entrants/Competitors should note that they are responsible for all persons connected to their teams as per MSA Regulation [C(a) 1 to 8].

The following is forbidden:
• Making any holes of any type in any permanently surfaced area.
• The use of any utility supplied in a manner not compatible with the laws & regulations of the service provider.
• The use of any motor vehicle by a person not having the appropriate full      licence for it’s use.
• The use of any motor vehicle in a public area, other than the paddock.
• The use of any motor vehicle, not being used for team business.
• The use of any motor vehicle at a speed in excess of 10mph.

Any reports of incidents of this nature will be reported to the Clerk of the Course who may take action against the offending Entrant/Driver/Team. The report may also be passed to the circuit owners/management who may wish to take further action.

5) Noise Regulations
Maximum DB noise levels must be adhered to, failure may result in exclusion from competing at the venue.

7) Circuit & Length
• This event will be held on the Silverstone national circuit in a clockwise direction.
• The maximum number of starters in any race will be 40.
• The maximum number of starters in any practice/qualifying will be 48.

8) Entries
• Open from date of publication of these regulations.
• Closing date will be six weeks prior to the races, late entry penalties will apply thereafter.
• Any entry posted on or after closing date may be charged as a late entry.
• Entries will be accepted strictly in the order of receipt and the allocation of numbers and the selection of entries into heats will be at the discretion of the organisers.
• A car can be driven by more than one driver; drivers may drive more than one car.

9) Eligible Competitors
Drivers and Entrant Drivers must be fully paid up valid membership card holding members of the BRSCC or invited clubs , and be in possession of a valid MSA Competition (Racing) National (B) or above licence. Or be in possession of a valid licence and medical issued by the ASN of a member country of the European Union accompanied by written confirmation from that ASN clearly stating that the competitor is a “Professional Driver”.

The organisers reserve the right to refuse entry to any driver or team on any grounds. Such refusal is at the total discretion of the organisers and is not subject to appeal or protest. Any driver deemed to have brought the British Mini Trophy competition into disrepute by his or her actions might be refused the right to enter or be excluded from the meeting.

10) New Drivers
Competitors who are taking part in their first race on the Silverstone national circuit must report to the Clerk of the Course at Race Control for a briefing before starting practice. Drivers who fail to attend such a briefing will be penalised by the Clerk of the Course. Specific times for these briefings will be notified in the Final Instructions and/or by bulletin.

11) Signing-on
Competitors will report to the competitor reception office. On arrival competitors will be required to produce their 2008 Racing Competition Licence, Entrants Licence where applicable, current Medical Certificate, authorisation from your ASN where applicable & a completed Commentator Information Sheet.

This must be carried out prior to the start of the race meeting. Failure to produce any of the documentation may result in you not being allowed to compete in the event.

When signing-on each competitor will be issued with an official programme.

12) Driver Changes
Competitors should note that entries cannot be transferred from one race to another. Any change of car or driver can only be made following a written application to the Clerk of the Course by the entrant. Where the driver of a car is subject to nomination, the entrant must inform the Secretary of the Meeting in writing before the car goes to practice which driver is nominated for the car.
13) Race Record Cards
Those drivers who require signatures for upgrading must confirm as such on their entry form and must hand in their Competition Licence when signing-on. Licences will be available for collection along with a copy of the race results half an hour after each race. Any licences not collected will be forwarded by post, but the organisers cannot take responsibility for licences lost in transit.

14) Interviews/Briefings
• Organisers will notify competitors of the times and locations for all briefings in the final instructions.
• Drivers may be required to attend pre and post qualifying/racing promotional/press interviews.
• Attendance is compulsory.

15) Scrutineering
All cars will be required to have been inspected by the scrutineers prior to the start of the event and times for this will be published in the final instructions or timetable.
Drivers must at the same time as presenting the cars also present racing helmets & overalls to be used at the event.
Any cars that are to be fitted with filming equipment of any kind must receive the prior approval.
Any vehicles involved in contact incidents during the event must be represented to the scrutineers prior to taking part in any further practice or race.
16) Clothing
During practice and racing all drivers must wear:
a) A Crash Helmet which carries a valid approved label issued by the MSA complying MSA Technical Regulations.
b) Goggles or visor of splinter-proof material.
c) Clean flame resistant clothing that shall cover arms, legs and torso up to the neck. The use of flame resistant boots, gloves, socks, balaclavas and underwear is strongly recommended.

17) Eligibility
One or more members of the Technical Commission may check eligibility. The technical commissioners are:
C.S. Barnett, R.E. Bassett, A.F. Foster, M.E. Garton, J.M. Harris, P. Liddle, RJ. McDonald, A.J. Parsfield, P.C. Riches, D. Russell, S. Vincent.

18) Stopping of a Practice Session or Race
Should it be necessary to stop a practice session or race, the Red Flag will be shown at the Start Line with every flag marshals’ post showing a Red Flag. On being shown the Red Flag at the Start Line and / or Red Flags at every flag marshals’ post, all drivers must stop racing immediately and exercise extreme caution; being prepared to stop if necessary. In practice cars should return slowly to the pits. In race situations they should return slowly to the start line, where Parc Ferme conditions will apply.

19) Incidents
(a) In the event of an accident or collision occurring during a race or practice, the car or cars involved may be required to come into the pits for examination.

20) Rejoining the Track
Drivers going off the circuit are reminded that all competitors should rejoin the track in a manner compatible with safety.

21) Hazard Warning Sign
A Hazard Warning Sign will be displayed at flag marshals posts to warn of a semi-permanent hazard (such as a parked car) present on or adjacent to the track, which is no longer indicated by waved or stationary Yellow warning flags. The Hazard Warning Sign does not prohibit overtaking.

22) Qualification Process
The British Mini trophy will be run as four races split into two events with two handicap races per event where the second race of the event will be run as a reverse grid classes as shown:

*Road Class A:- ‘A’ Series up to 1275 cc with the original gearbox in its original position as envisaged by the manufacturer in a steel bodied Mini or Metro.

*Sport Class B:- ‘A’ Series 1275-1400 cc with the original gearbox in its original position as envisaged by the manufacturer in a steel bodied Mini , Metro, K series Metros & normally aspirated BMW Minis

*Super Sport Class C:- BMW Mini Cooper S, Mini& Metro Space-frames and steel bodied chassis with or without A series engines, to include motorcycle engines or other manufacturer, or production derivative i.e. Metro, silhouettes, Marcos and other composite Mini and Mini derivitives, BMW Minis with non production engine fitment.

• All of the above must be either the shape of a Mini or Mini production derivative.
• All accepted entries will be allotted a place in a qualifying practice.
• All drivers will take part in timed qualification practice sessions.
• The organisers reserve the right to exclude or amalgamate any class if there are insufficient entries.

23) Practice/Qualifying
There will be timed practice/qualifying sessions for each driver. Drivers must complete at least 3 laps to qualify for a place on the grid. Starting positions will be determined by practice times.

Drivers practising out of session or who qualify only through familiarity with the circuit will be placed at the back of the grid in accordance with MSA regulation [G 58].

24) British Mini trophy race
The races will be a maximum of 10 minutes each.

25) Grids
The race will use a 2 x 2 grid formation.

26) Start
A standing start will be used for all races.

Cars will form up on the grid, and when they are in position to the satisfaction of the starter, the 5-second board will be shown and then the red lights will be displayed. After not less than two seconds and not more than seven seconds the red lights will switch off – signalling the start of the race.

In the event of any start light failure the starter will use the national flag.

27) Prizes and Awards
a) Overall Winner - Garland & Trophy
All other class winners - Trophies
Trophies will be provided by Power nights and RSPI.

b) The organisers reserve the right to provide additional awards. All competitors will be notified of such awards by an Official Bulletin.

c) Garlands and Trophies will be presented at the end of the event.

d) In the event of any Provisional Results being revised after any provisional presentations and such revisions affect the distribution of any awards the competitors concerned must return such awards to the BRSCC in good condition within 7 days.

28) Penalties
Arising from post practice scrutineering or judicial action: Minimum penalty: The provisions of MSA Regulations: [C(d) 36]. Arising from post race Scrutineering or Judicial Action: Minimum penalty: The provisions of MSA regulations: [C(d) 39(a) & (b)].

For infringements deemed to be of a more serious nature the Clerk of the Course and/or Stewards of the Meeting are to invoke the provisions of MSA regulation [C(d) 39(c)].

As it may prove impractical to hold a full Clerk of the Course or Stewards Inquiry and to consider a formal appeal into penalties imposed by the Clerk of the Course for driving offences etc. in the qualifying races, the Stewards of the Meeting reserve the right to eliminate any competitor from continuing in the competition, or apply an appropriate penalty. MSA regulation [B 14].

29) Judges of Fact
The Judges of Fact will be the Judges, Timekeepers, Observers, Driving Standards Observers, Environmental Scrutineers, Environmental Inspectors, Scrutineers and Technical Commissioners.

Starting Judges to declare any false starts or other infringements

Finishing Judges To declare the order in which the cars cross the finish line when the end of the race is signaled or the winner completes the scheduled race distance.

Timekeepers To declare the individual lap times and the order in which the cars cross the timing line throughout the competition.

Observers To declare any infringements affecting safety or any infringement of the signals (MSA regulation [G80 to 83]). To report all incidents or accidents, which might occur along the section of road, entrusted to their care.

Driving Standards Observers To declare any infringement of driving regulations.

Scrutineers & Technical Commissioners To declare any infringement of vehicle safety and eligibility.

Environmental Scrutineers & Inspectors To declare any infringement in respect of sound.


30) Testing
The race application includes the cost of a full days testing.

31) Advertising
All advertisements carried must adhere to the requirements laid down by the MSA (failing which the offending advertisement(s) will be painted/ blanked out before the car is allowed to compete) and must be clear of competition numbers.

32) Tobacco Advertising
As the event is being filmed for television, all entrants are reminded that tobacco advertising is not permitted on competing cars, team clothing, personnel or umbrellas, on race day.

33) Personal Accident (medical expenses) Insurance
In view of the August 1989 revision of the National Health Service rules regarding accidents to foreign nationals, all foreign competitors from countries which are not members of the EEC or from countries that do not have reciprocal agreements with the UK in respect of hospital and medical payments, are strongly recommended to take out medical expenses insurance to a sum of £100,000 against the costs of hospitalisation and treatment in the UK in the event of an accident.


TECHNICAL REGULATIONS

34) Eligible Cars

*Road Class A:- ‘A’ Series up to 1275 cc with the original gearbox in its original position as envisaged by the manufacturer in a steel bodied Mini or Metro.

*Sport Class B:- ‘A’ Series 1293-1400 cc with the original gearbox in its original position as envisaged by the manufacturer in a steel bodied Mini , Metro, K series Metros & normally aspirated BMW Minis

*Super Sport Class C:- BMW Mini Cooper S, Mini& Metro Space-frames and steel bodied chassis with or without A series engines, to include motorcycle engines or other manufacturer, or production derivative i.e. Metro, silhouettes, Marcos and other composite Mini and Mini derivitives, BMW Minis with non production engine fitment.

35) Eligibility and Conformity with Regulations
All competitors' attention is drawn to General Competitions Regulations [C(a) 60] of the 2008 MSA Yearbook regarding responsibility for eligibility throughout the meeting.

36) SAFETY REQUIREMENTS
The following articles of MSA regulation [C(c)] Safety Criteria Regulations apply as specified below plus [C(c) 77 to 86] & [C(c) 87 to 100]. In addition to MSA sections [C] and [G]. All vehicles must comply with the following requirements.
All vehicles must comply with current MSA regulations for circuit racing saloon cars.

36.1 Roll cages
Roll cages are free however they must comply with the MSA safety requirements. A diagonal bar must be in place
Flame retardant padding must also be fitted to all parts of the roll cage that may come into contact with the head, legs, arms, and other parts of the body in the event of an accident.

For Super Sport the roll cages can be integral with the body or form the main structure of the chassis

36.2 Seat belts:
Replacement of the driver's seat belt as per MSA regulation [C(c) 45].

36.3 Fire extinguishers:
A fire extinguisher to MSA regulation {C(c) 52 to 66] is mandatory. (E.g. BCF or BTM) The exterior fire extinguisher pull should clearly be identified with the appropriate ‘E’ decal.

36.4 Battery:
The fitting of a battery cut out switch to MSA regulation [C(c) 75 to 76] is mandatory. The exterior pull should be adjacent to the fire pull and be clearly identified by the appropriate ‘flash’ in a blue triangle decal. The battery to earth strap must be clearly identified with yellow tape.

36.5 Vehicle Construction:
All vehicles must be of a sound construction

36.6 Towing hooks:
The fitting of towing hooks to MSA regulation [G 99] is mandatory.

36.7 Head restraint:

A head restraint to MSA regulation [C(c) 103 & 104] must be fitted.

36.8 Seats:
An approved after-market version in accordance with MSA regulations [C] & [G].

37) GENERAL TECHNICAL REQUIREMENTS & EXCEPTIONS:
See MSA regulation [C] and [G]. (Note laminated screens or an approved after market version that complies with the MSA safety regulations must be fitted. Glass sunroofs are not allowed.

38) Chassis
a) Front sub-frames and mounting points must be as per the manufactures for classes A, and B but can be strenghtened

b) Rear sub-frames can be of an after market version i. e beam axle.

39) Weight
There is no minimum weight.

40) Body shell

Permitted Modifications General:
a) The body-shell complete for classes A and B must be steel apart from the front panel front wings slam panel, bonnet, boot lid and doors
b) The body shells in class C can be of a composite type or that of steel.
c) The bonnet shape can be modified.
d) Air vents/apertures can be cut into the bonnets
e) The fitting of bonnet and boot straps/springs is mandatory.
f) The bonnet must be able to be opened from the outside of the car.

41) Interior:
a) The sealing of both front and rear bulkheads to MSA regulation [C(b) 8(c) & (d)] and [G 97].
b) The fitting of head restraint, to MSA regulation [C(c) 103 & 104].

42) Exterior:
a) The colour scheme is free.
b) The fuel filler neck must be flush fitting to the panel work, or within the confines of the boot.
c) Under chassis deflectors are allowed in Super Sport class

43) Silhouette:
a) The silhouette and plan view must be that of a Mini or production Mini derivative.
b) Ground clearance: Free to MSA minimum tolerance

44) Engine:
a) The engines for the Super Sport class are free i.e. any manufacturer.
b) For class A and B the engine block must be the original specification as fitted by the manufacturer when new
ie ‘A’ series or for some Metros ‘K’ series.
c) Cylinder heads for all classes are free.

45) Modifications Permitted
a) Dry sumps are allowed
b) In class C the position and inclination of the engine can be altered

46) Oil/Water Cooling:
a) Oil coolers are allowed
b) Radiators are free

47) Induction system:
a) Extra air ducting is allowed.
b) Inlet manifolds are free.
c) Forced induction systems are allowed. But may change the class allocation

48) Exhaust system:
a) The exhaust must be within the MSA noise limits.
b) Silencing must comply with MSA Yearbook Regulation [C(b) 23 & 24].

49) Ignition system:
a) Distributor less ignition systems are allowed.
b) The ignition system is free.
50) Fuel delivery:
Fuel delivery can be electrical or mechanical

51) Fuel Tank / Fuel
a) The fuel tank must be insulated from the driver compartment and have the filler next with the bodywork MSA regulation [C(c) 108 & 109].

52) Suspension
Permitted Modifications
a) The spring medium can be replaced for any aftermarket versions.
b) The rear sub-frame can be replaced by an after-market version i.e. beam axle.

53) Wheelbase / Track
a) Front & rear track width is free.

54) Transmissions

Permitted Modifications:
a) For class A the gearbox must remain as fitted by the manufacturer.
b) The materials and type of the gears used are free.

55) Electrics
a) The exterior lights must be additionally secured with tape
b) The brake lights must be in good working order.
c) The battery must be adequately secured and be in good working order.
d) A working high intensity red fog light must be placed in the middle of the rear parcel shelf facing backwards

56) Brakes
a) The front brakes must be of the disc brake version.

57) Wheels / Steering
a) The wheel sizes and materials are free.
b) The steering mechanism is free.

58) Tyres
The use of grip enhancing or compound altering fluids is not allowed.

59) Numbers & Decals
The organisers reserve the right to nominate any part of the vehicle to carry sponsors and organisers decals and these must be in place, in their nominated positions, during any official race or practice.

Sponsors, BRSCC and organisers' decals must be placed in exactly the positions as outlined by the organisers.
Failure to adhere to this regulation will result in the vehicle not being able to compete.

All decals are readily available from the organiser.

Priority must be given to the race sponsors decals these must be in place in their designated positions

Race numbers may be assigned where one or more competitors have requested a particular number

61) Qualification Races
There will be no Qualification races.

62) Clarification.
Any regulations that are not specified in the above will be as the requirements of the 2008 MSA Yearbook (Blue Book). It should be noted that if the technical regulations do not provide for a modification then it will not be permitted.
